The Government of India has recently approved the implementation of a new centrally-sponsored scheme known as the 'New India Literacy Programme' (नव भारत साक्षरता कार्यक्रम) for the period from FYs 2022-2027. This program aims to address the comprehensive nature of 'Education For All' (previously referred to as Adult Education) in alignment with the National Education Policy 2020 and the Budget Announcements FY 2021-22.
The primary objectives of this scheme are not limited to imparting Foundational Literacy and Numeracy, but also encompass various other crucial aspects needed for citizens in the 21st century. These aspects include Critical life skills (such as financial literacy, digital literacy, commercial skills, healthcare and awareness, child care and education, and family welfare), Vocational skills development (to facilitate local employment opportunities), Basic education (including preparatory, middle, and secondary stage equivalency), and Continuing education (offering holistic adult education courses ranging from arts and sciences to technology, culture, sports, recreation, and other topics of interest for local learners).
The implementation of this scheme will be carried out through volunteerism on an online platform. Volunteers will receive training, orientations, and workshops through face-to-face interactions. All necessary materials and resources will be provided digitally to registered volunteers via easily accessible digital platforms such as TV, radio, cell phone-based free/open-source apps/portals, etc.
This scheme will be rolled out in all States/UTs in the country to cater to non-literates aged 15 years and above. The target for Foundational Literacy and Numeracy for FYs 2022-27 is set at 5 crore learners, with a yearly target of 1 crore learners. To facilitate this initiative, an Online Teaching, Learning, and Assessment System (OTLAS) will be developed in collaboration with the National Informatics Centre, NCERT, and NIOS. Learners will be able to register themselves and access online teaching, learning, and assessment resources by providing essential information such as name, date of birth, gender, mobile number, Aadhaar number, etc.
